Permanent Stat-Boosters

First, create an attack. This attack's target stat should be HP or MP. In the bitset editor you should turn on the cure instead of harm and allow cure to exceed maximum bitsets.
Attach this attack to an item as it’s When used outside of battle action. For the effect to be permanent, the attack must be used outside of battle. If it is used inside battle, the effects will only last until the battle ends, so you should make it only usable outside of battle.
Altough another idea can be an item that can either be used out of combat to permanently give a small stat bonus (to attack, for example), or can be used in combat to give a larger, temporary stat bonus. You should make two attacks with different values, and set the one that gives the lower stat bonus to be usable outside combat and the higher stat bonus to be usable inside combat.
