Why doesn't the music ever play when I am playing my games?

This question is to vague to answer. We need more information. You must be able to tell exactly which version of the OHRRPGCE you are using. The version you are using makes a big difference on why the music might be failing. If you are using a very old version, you may be having DOS sound compatability problems. If you are using the current version, you may have found a bug. If you are using a WIP version, the music might be broken because we are changing the way music works internally.

Then ask on the Forums or report a bug.
