Will the "set NPC Z" command ever be implemented?

At this time, there are no plans to implement this command. While it is not out of the question, it's also not on the TO DO list.
NPCs don't have individual "Z" values (height off the ground) like heroes do. That means that you can't set the Z value, and thus, no command to do so. If a Z value is ever added to NPCs, it is a sure thing that the set NPC Z command would soon follow.
